  The first works of the project "The complex arrangement of Juodpelkis Park and Stadium by creating the main and active entertainment district in the city" started in 2013. The aim is to increase the competitiveness of Mažeikiai by exploiting its potential, creating an attractive living environment for the city's residents and favorable conditions for business development. The project area is 15,516 hectares: the Black-Bog Park occupies 8,222 hectares and the stadium is 7,294 hectares. Juodpelkis Park has a well-organized recreational and community area. The park includes hiking and cycling trails, adult playgrounds and playgrounds, exercise equipment for adults, park lighting, benches and remnants, and disabled, air-conditioned landscapes. The new stadium is equipped with an artificial football field (for training and competitions), an additional football training ground for children, 1500 spectators, four football field lighting towers, ball traps and a lighting board. The stadium is equipped with video surveillance system, a high wall surrounded by the entire stadium, toilets for men and women and the disabled, a new car park and the reconstruction of the stadium's old stadiums. The artificial football stadium was donated by the Lithuanian Football Association.
